Hybrid argentatus x cachinnans .
On 4 of September (2020) in Simrishamn SE Sweden I heard the typical call of a cachinnans and to my surprise it came from the bird you can see here.

Just a note on the white head, I don't think that was an issue among the comments on FB. As you suggest, Herring would be the better option.
